Rio Ngumoha Must Follow a Premier League Rule That Max Dowman Is Exempt From for Another 467 Days

Rio Ngumoha Faces New Premier League Rule After Turning 18 — Max Dowman Still Exempt for 467 Days

Liverpool youngster Rio Ngumoha is now subject to a Premier League rule that Arsenal wonderkid Max Dowman will not have to follow for another 467 days.

Ngumoha turned 18 on August 29, meaning several safeguarding regulations that previously applied to him no longer do. Meanwhile, Dowman, who is still 16, remains protected by the league’s under-18 rules.

One major difference concerns substitutions. Under a new Premier League rule introduced for the 2026/27 season, players aged 18 and above must leave the pitch at the nearest point when substituted. Failing to do so can result in the substitution being delayed, potentially leaving the team with 10 players for a period.

However, players under 18 are exempt from this requirement for safeguarding reasons and are advised to leave the pitch near the halfway line and dugouts.

That means Dowman can continue following the special procedure until he turns 18 on December 31, 2027 — 467 days from now.

The Arsenal teenager is also subject to other safeguarding measures because of his age. He must use a designated changing and showering area rather than sharing the senior dressing room, while Arsenal must also ensure he is kept away from alcohol and gambling-related equipment.

Meanwhile, Arsenal manager Mikel Arteta has said the club will continue assessing Dowman’s development every six months before deciding what is best for his career, including whether a loan move could eventually be considered.

For now, Arteta has made it clear that the focus remains on keeping Dowman with the first team and giving him opportunities to make an impact.
